The
comprehensive modernization of this housing complex
consisted in redesigning building facades and specific
conditions, which did not meet current building codes.
Design work encompassed an expansion to the administration
building and under the guiding principle of the “Head
Start Center Design Guide” (by the Administration
for Children and Families) we created a practical
layout for the Head Start of the community. Site
improvements included greater vehicular means of
access and pedestrian walkways.

Work
was initiated by first conducting a structural evaluation
of the existing buildings. Our undertaking included
the design of new apartment buildings to be constructed
in phases in order to properly relocate the residents.
This project also included redesigning new vehicular
and pedestrian access ways as well as parking facilities.
An important aspect of this assignment was to blend
the new complex with its existing surroundings to meet
the urban concept that the municipality of Carolina
has engendered for its new communities.

The
rehabilitation scope of this project included full
building and site modernization, including drainage
system and infrastructure. In addition to complying
with the most restrictive guides of modernization
established by HUD for both site and dwelling units,
we also conformed to specific requirements outlined
by the Association of Residents and the Administration.
